The posting of the Ken Starr report that brought the Internet to its knees would have been a criminal offense under a bill passed by the U.S. House of Representatives this week. The bill, termed, nicknamed "CDA II" after the 1996 law overturned by the Supreme Court, is a second attempt by Congress to regulate the content of the Net to standards of "decency."
